THE FLAT PLAN

The same House, on one page.

A schematic plan of every seat, drawn from the same live model as the 3D chamber. Use it when you want the whole balance at a glance, or when the 3D view is not available.

Government benches fill the left bank; HRPP and the independents hold the right. The Speaker is included in the 52; a vacancy shows as a dashed seat, but the majority mark for a full House stays at 27.

READ THE ROOM

How the House is arranged

The room is a ring around the blue carpet, not a theatre facing one wall. These are the four things to look for.

01

The Speaker at the head

The Speaker presides from the raised chair at the head of the circular chamber. The Clerk and Deputy Clerk sit behind the Parliament Table directly in front of the Speaker, where bills and papers are handled.

02

Government and Opposition

The government benches fill the viewer’s left bank, with the Prime Minister and Cabinet at the front and Associate Ministers behind. FAST, the governing party, is red. The HRPP opposition is blue and holds the right bank, with the Speaker’s end at its head and the entrance at its foot. Who sits where names the Prime Minister and all 15 Cabinet seats.

03

The crossbench

Independents and smaller parties sit in the crossbench area on the right-hand back bench, beyond the opposition. In this House that is five independents in grey; the SUP has no current member, but green remains in the simulator for future changes.

04

27 is the line

With 52 members, a bloc needs 27 seats to command the House. FAST starts at 34, seven above the line. Move one seat and the majority verdict moves with it.

THE 2026 HOUSE

A 52-seat Parliament

Samoa’s Legislature normally has 51 constituency seats. This Parliament has 52 members after an additional woman member was appointed in October 2026 to meet the constitutional requirement for women’s representation.

The result is a House of 34 FAST members, 13 HRPP members and five independents. The Speaker is one of the 52 and is included in FAST’s 34.

HOW WE GOT HERE

From the 2025 election to today

  1. The general election returns 30 FAST, 14 HRPP, 3 SUP and 4 independent members to the 51-seat House.

  2. The 18th Parliament opens and Laʻaulialemalietoa Leuatea Schmidt is sworn in as Prime Minister.

  3. An additional woman member is appointed. The House becomes 52 members: 34 FAST, 13 HRPP and 5 independents.

  4. This page records that composition. The five independents are shown in grey; the SUP has no seat and is shown in green only in a scenario.

COMMON QUESTIONS

About the Parliament of Samoa

How many seats are in Samoa’s Parliament?

The current House has 52 members: 51 constituency seats plus one additional woman member appointed in October 2026. FAST holds 34, the HRPP 13 and independents 5.

How many seats does a party need to govern?

With 52 members in the House, a bloc needs 27 seats for a majority. FAST’s 34 seats are seven above that mark. In the scenario lab, move one seat and the verdict above updates.

Where does the Prime Minister sit?

The Prime Minister, La’aulialemalietoa Leuatea Schmidt, sits at the north head of the government front bench, nearest the Speaker. The Deputy Prime Minister is in the next seat and the rest of the 15-member Cabinet fill that front row. Select a name in Who sits where to highlight the exact seat.

Who is in the Cabinet?

This House has a 15-member Cabinet: the Prime Minister, Deputy Prime Minister and 13 ministers with portfolios ranging from Finance and Health to Customs, Education and the Legislative Assembly. The Cabinet roster lists each member and portfolio.

Why is the SUP green when it has no seats?

The Samoa Uniting Party had no members in the House at 28 October 2026. Green is kept in the key and simulator so a future SUP win is immediately visible. The current crossbench is five independents, not an SUP bloc.

What is the difference between a by-election, a defection and a vacancy?

A by-election fills a vacant constituency seat and can return a member from a different party. A defection is a sitting member changing party without leaving the House. A vacancy leaves a seat unfilled until a by-election. The simulator lets you model all three.

Does the scenario lab change the real numbers?

No. It is a what-if model that resets when you reload the page. The baseline remains the 28 October 2026 composition. Use Reset to 28 October 2026 to return to it.

DATA NOTES

How we count the House

Seat totals are the current party composition reported after the 2025 general election, the 2026 by-elections and election petitions, and the appointment of the additional woman member. The count is dated 28 October 2026. If the House changes, update parliament-data.json; the page and scenario start from that file.

The chamber is schematic. Party colours show the current blocs; the Who sits where roster names the Prime Minister, Deputy Prime Minister and 13 other Cabinet ministers and assigns them to front-bench seats as an educational model, not official seat numbers. Other government members, the remaining HRPP members and the five independents are not named individually.
